Where can I purchase a plastic herring between 1-3' long? (Or, failing that, a plastic fish about that size that can be brandished as a sword/saw)?

I have been searching for hours, and I cannot figure out where I can purchase large plastic fish of any sort, much less 1-3' long herrings that can be brandished as a sword/saw. All I can find is bass fishing lures, and more bass fishing lures. I even tried calling Bass Pro, since they have plastic fish in various locations...but they said they "don't sell the decor".

Any suggestions? There's got to be a wonderful store out there where people can purchase large plastic fish to their hearts' content.

Visit your local zoo's gift shop. Chances are they can cover all your plastic fauna needs, but it will be closer to one foot than three.

Another possibility is that Ebay has about 20 Talking Billy Bass plaques on sale from not until humanity goes extinct. Some are being sold by individuals who have confused Billy with a major but under commercialized-cultural icon who is still as relevant today as the day he first appeared in the public eye (may God help their tortured souls) but there are still a handful going for under $5 with reasonable shipping. With a little surgery one of those might do you.
