What is this book about a sad dragon trying to take care of a pet?

What is this book from my childhood involving an adorable reptile and his pet?
The other day, I was watching "The Ultimate Showdown of Ultimate Destiny" video, and the animation of Godzilla reminded me so strongly of a book from my childhood that I've obsessively been trying to figure out what it was called so I could see it again.
All I really remember is the fact that there was a green(?) dragon(?) who had a pet cat or dog or something, and he was trying to figure out how to take care of this animal, like what to feed it, how to walk it, etc, and he kept getting really sad when he didn't know what to do.
Does this ring a bell for anyone? If it helps, I was born in the late 1980s, so I would have been reading this book in the early-mid 1990s.
