What comedian did I see in a Comedy Central special?

Help me figure out what blondish, male comedian I saw on a special that aired on Comedy Central in the early 2000s.

The special aired on Comedy Central (USA) circa 2001-2003, probably on a Friday evening when they did a stand-up block at the time. It had a lanky, younger blonde guy, played onstage at a concert hall, either 1/2 or 1 hour. It looked like it was taped in the late 90s. The guy did around 4-5 segments, each where he played different characters. The only specific material I remember was him playing a gossipy librarianish lady who got celeb names from the audience. Someone says Jennifer Love Hewitt, and "she" talks about how she is an expert bird caller and did a call yelling "Queer!". The special seemed to have a lot of gay jokes, not sure if comedian was gay.

If you go to 5:55 in this youtube clip: (http://www.youtube.com/watch?v=FETm_LSeXww&t=5m55s) it's from the late 80s revival of the Gong Show. It has a non-contestant teen comedian named Henny Youngperson. Can't be sure it's the same guy, but he reminds me of him.

This special was not from the Comedy Central Presents series. Looked like a one-off show, possibly filmed in/for Canada, with somewhat low production values.

His imdb page doen't list a Comedy Central appearance, but maybe Jonathan Torrens?
