Controlling Microcontrollers.

I am looking for a way to code desktop applications that send data to a microcontroller on windows.

I am a web developer trying to get into coding for the desktop. My main goal is to have an app that can check a xml file on a remote server, and then communicate the info to either a usb or serial port connected to a microcontoller. Should I just install linux and learn perl?

If you've got some solution that works in perl, can't you just run perl in windows?

Have you seen processing (specifically the serial stuff) and/or wiring?
