What is this awful film called and why am I asking?

StupidMovieFilter: Need a title! Sadistic doctor's sideshow in New York, wholesale misogynistic slaughter, giddy midget assistants, and more...
I used to watch this film quite a bit for kicks in the 90s when overly intoxicated. Everything about this film was pretty bad. Some of the utterly stupid scenes that might tickle your memory would be a chess game played with human fingers for game pieces, death by slow-motion pipe wrench, and the stage show where people were tortured live in front of an unsuspecting, butterfly-collared audience. A detective becomes suspicious, et cetera. There is a film starring Vincent Price that is not this one; this was obviously a bad knockoff of that. Doing a film series that *needs* this. Thanks in advance for your gorey, utterly tasteless help.

Haven't seen it in a while, but this sounds to me like it could be Herschell Gordon Lewis's bloody opus The Wizard of Gore.

Best answer: Yes.. sounds like Bloodsucking Freaks. I just watched part of it the other day. I was listening to it while working, and then caught the last 1/2. I didn't see midgets, or a chess game, but the live torture sounds right on. Spoilers ahead! uh.. as if anyone really cares.
The strange old guy (master Sardu) kidnaps and brainwashes girls, performs live torture and execution. He gets pretty creative, such as putting the rope holding the guillotine blade in a prostrate girls teeth, so she essentially is killed from her own weakness He kidnaps a famous balerina, her boyfriend(?) is suspicious, but the cop is crooked, and takes a payoff. Somehow the cop and boyfriend enter the dungeon, lock up the old man, unwittingly release the flesh eating girls, and they kill the cop and the old man. The balerina smashes her boyfriends head in with a sledge hammer, and the closing shot is the girls dancing bloody and naked, one biting into a cock sandwich.
The origin of the movie is slightly interesting. I remember hearing that a group of S&M enthusiasts basically comissioned it.
