What movie is this sample from?

Can you identify which movie is sampled on Frightened Rabbit's 'Man/Bag of Sand'? It's most intelligible at the very beginning and very end of the song. The only mention I can find of it online is in this Radar interview with FR's drummer, but he doesn't name the film.

The beginning bit sounds like a man discussing roads:

'...through here and here, linking the two existing roads. And right in the middle of this striding (?) highway, will be (unintelligible after that)'

The end has more than one man talking:

'...always.'

'Well, what did he say?'

(laughter?)

'Eddie, what did he say?'

'He said it's there.'

(old timey piano music)

I'm sure this is a long shot, but maybe someone will recognise it.

It's 'thriving', not 'striding'.

Not that that helps much.

I just tweeted them to ask. They use their Twitter account a lot, and engage with people, so hopefully they'll get back to me, if no-one here can get it.
