Translation of Hebrew engraving

What is the translation of this Hebrew engraving? (Picture link inside)
Yeah, it's pretty hard to make out... The last word in the second line is Ephraim. The third line seems to say "The year 75..." and the last line looks like "...to the building of Jerusalem" or alternatively "to the daughters of Jerusalem."
I'm guessing it's some kind of dedication.
