Private shared bookmarks?

What's the best Google Apps-friendly shared bookmarking service?

My organization uses Google Apps for Domains. We also share links among each other, currently via email. I'd like something better:

- Simple capture (bookmarklet/extension)
- Private within my org
- Ability to tag bookmarks
- Notification of new bookmarks within the org
- Ideally, the ability to further segment privacy and notifications- sometimes I want to share something that's only relevant to a subset of users; sometimes I don't care if everyone else in the org can see that bookmark, sometimes I do.

First and foremost, this thing needs to be USABLE.

Obviously, Evernote Premium is the best-in-class model here, but it's somewhat more than I need at a lot more than I want to pay. Any other decent options?

Google Bookmarks? Or just set up a private shared page with Google Sites and put the links there.

Just after I hit submit I remembered Backpack, although you'd need a paid plan for it to be useful.

Google Bookmarks has sharing with tags, bookmarklet, etc. Not sure about notifications.
