MovieFilter: Transportation planner looses his job. He ends up pitching his plan and gets his job and girlfriend back.

I'm looking for a movie I saw in the late 80s or early 90s. I think it was the story of a transportation planner who had a plan for a city transit system. Somehow he ends up fired and looses his girlfriend. I remember him kicking around his messy apartment for weeks on end and that he had a model of his train proposal there. Somehow he ends up making his pitch, and gets his job and girlfriend back. May have been set in NYC.

Any ideas?
