James Earl Jones movie title?

What is this movie I can only recall one scene from? Starring James Earl Jones.

This would've been sometime in the 90s when I saw it. The movie centers on the racial tension of the 1960s (50s?) and is set, I believe, in Los Angeles. In the scene I remember, James Earl Jones is with his son (grandson?) and a white cop pulls up to the front of their house/apartment. The cop seems like a racist asshole, but turns out he heard that JEJ was a great cobbler (or some kind of repair guy) and could help him with his shoes. The scene plays out almost comically, with the white cop portrayed as goofy and naive. As the cop is leaving, JEJ turns to his son and says something like "See, son, not all white people are bad."

I'm pretty sure it was a made-for-TV movie, not a feature film, though I don't know what network. I honestly don't remember when I saw it, maybe the late 80s? Probably more like the mid-90s.
