Help Identify this Mystery Song

My friend is obsessing over a song that she can't recall any music to, who sang it, or what it's called.
What she remembers: it came out around '91, was about losing someone, sung by a solo female who she thinks had short blonde hair, and the video was shot in black & white. It came out around the same time as Nothing Compares To You, and equally as sad.
I know no better place than here to try and find this song.
Missing has some of your requirements, though not all. From 1994.

Wonderful Life by Mathilde Santing? Bit later (1999), but a thought.
Another (earlier, 1984, power ballad) thought: All Cried Out by Alison Moyet. Sorry for the very poor tv recording; YT won't let me see any other videos.
