DivX to DVD util needed

I need a XP utility to convert some DivX files onto a DVD for my friends. Seeing that the quality is about the same as VHS, I would like to fit in as much as possible on a DVD without loosing even more quality.
Any cool tools out there?

1. convert to mpeg2-- I recommend tmpgenc for a job like this. Be sure to use virtualdub to strip the auido and use the .wav file as your audio source. Convert at minimum permissable bitrate (I think it's 2000 kps, but tmpgenc will give you a range if you select dvd).
2. Author dvd in favorite program with the mpeg2 files you have created in the previous step. Put 3 hours (no problem) to 3 1/2 hours (possible quality loss in the next step) of video in, not worrying about whether you're over the disc capacity. Save it as a VIDEO_TS folder instead of burning it.
3. Use DVDShrink to get the output folder down to the necessary size. Burn the output of this to dvd with Nero.
