whats going on in this video?

It looks like a group of asian men performing a choreographed dance in front of performers on a stage. What's are they doing? Is this part of a widespread cultural phenomenon?

Or maybe they are dancing along with the performers? I have seen the same thing happen at aimecons in the US. Specifically this extremely popular song.

I think the girls on stage are dancing Para Para, and the men are repeating their movements.
