Good work scheduling website or software suite?

Can anyone recommend a good work scheduling website or software suite?

My work organization has 30+ employees who work 3 shifts (days, swings, mids) at 3 separate offices, most of whom are required to work 4 weeks at one office, 8 weeks at another office and 12 weeks at a 3rd office.

Our manager is currently hand-jamming peoples names into an Excel spreadsheet and having to go over it cell by cell to make sure every shift at every office is filled. He also has to deal with travel from office to office, holidays, vacation requests, authorized overtime, etc.

Certainly there has to be a better solution! Can anyone recommend a good website or piece of software (Windows or Mac, free or paid) that can help with this? Thanks!
