Documentary about a former Yugoslavian (?) soldier who cared for homeless dogs? The film was about a soldier (youngish, long dark hair) who served in the war in Yugoslavia -- my memory is that he was Serbian, but I am not sure. After the war, he went back to his city but his home and all of his family/friends were gone. He began to take care of all the homeless dogs around him and would travel by foot to care for more. He eventually built a compound where they lived together.
I seem to remember that he spoke in English, but it may have been subtitled. The final scene was in slow motion of him and the dogs playing in a field.
I saw it on a cable channel -- probably IFC -- sometime in the late 1990s or early 2000s.

Oh, I saw parts of that one too back when I still had cable. It was to me both moving and boring at the same time...

Ack. Even with the warning, I visited the site. That is disturbing.
The film I saw was definitely from the '90s or early '00s and the one you mentioned is more recent (2009?). Thank you for the pointer, though -- your links may lead me to the answer!
