Help me find a fantasy book in which the ex-king is turned into a deformed midget court jester.

Question for a friend: I read this fantasy book in high-school so it was published before 1996. The only details I can recall are that the ex-king is turned into a deformed midget court jester and at the end of the book the semi-crazy ex-king court jester kills the new king.

Sorry for the lack of details, but I read this over 15 years ago and these are the only details that I can remember.

I'm almost positive you're looking for Tigana by Guy Gavriel Kay.

Must be a thing, because something similar also happens in Hart's Hope by Orson Scott Card.
