Flat or House in the hermit kingdom?

Take a look at this Art Lebedev photo series (this FPP). There is a picture captioned "Reality of the NK, a forigner will not see this generally." I can't link to the picture. It is a picture of the city housing in Pyongyang, North Korea. Who do you think is culturally better off: the people who live in houses or the people who live in apartment buildings in Pyongyang?

What on Earth do you mean by "culturally?" It's sort of a senseless sentence unless you can define the term here.

Also, do you mean people anywhere in North Korea who live in houses versus those who live in Pyongyang apartment buildings? Because most North Koreans would prefer to be living in apartment buildings in Pyongyang than houses outside Pyongyang, but the way you're worded it doesn't make it clear if you're asking that, or just keeping it strictly to Pyongyang.

The apartment people. Those "houses" are little more than shanties. Absolutely no zoning at all going on there. No running water, no sewage, no trash collection. That is a bona fide slum.
