access to trustworthy medical diagnosis for boy from Tajikistan

My relatives need some advice - a sick nephew in Tajikistan does not have access to trustworthy medical diagnosis.

Here is the problem as stated by my wife:
"You know that Daler has health problem with his heart. Nobody in Tajikistan can exactly tell my aunt what his problem is and how to treat it. All the doctors give him different diagnosis and different ways of treatment. My aunt is afraid to trust to any of them because she does not want to lose her child; but at the same time she is very concerned about being late with his treatment.
She wanted to go to Russia, but she is afraid that Russian doctors might tell her lies just to take all her money. I suggested to go to Europe or Canada.
Do you know how she could contact a hospital in Canada or Europe to take her child and have the honest and true diagnosis? She has money, she won't be of any burden on anybody's neck, but she needs this info to get started."
So I guess the question is: how to get an 8yo boy from Tajikistan access to a reliable medical diagnosis?
