Where can I find a good web builder/designer to help me upgrade my blog?

I plan on converting my personal blog into a commercial one, but I don’t know much about web design & development. Once I define exactly the specifics, I intend to post a listing on MeFiJob, but studying the archives there, it seems that not many people are using it. So where else can I search for a reliable professional?
My new daily tumblr (in the profile) is purely personal, but I have a plan how to switch it into a general interest site that will support advertisement and will generate income. It needs a design upgrade with various functionalities that I don’t know how to build & how to maintain.
Even though my previous blog had as many as 20,000 daily visitors, I kept it ad-free & never tried to make any money from it. I know how I can build high visitor count on this new site (right now, I only get about 30 uniques daily, mostly from my family & friends), and I run successful off-line businesses, but I don’t know how to manage a commercial website.
So I am looking for a designer, a webmaster, a business developer, somebody who will stick around with on-going support - What is the exact job description that I should look for? What should I look for in general & in particular?
I was thinking of offering market rate for the initial project, and a salary + some equity for the maintenance. Is that a good idea? What am I looking at for cost?

Take a closer look at the blogs you find aesthetically pleasing and check around for the designer's info (usually in fine print at the bottom of the page--and if not, email the blogger). Aesthetics are a very personal quality--the right designer for the right price doesn't mean anything if their taste sucks.
