Travel to Paris, France as a Bahamian citizen: How fast can a visa be taken care of?

A friend is traveling to Paris, France to stay for 2-5 days. He's a Bahamian citizen, which seems to indicate he'll need a visa for sure. Here's the twist: he's en route, and may have only a day to try to get any paperwork taken care of. Does he stand a chance of getting a visa through, or should he turn back now? The US French Consulate does not give out visa information by phone, and I've trying contacting Customs and the Police at Charles De Gaulle Airport (+33 1 48 62 31 22). Unfortunately, I don't speak French, and the phone system seems to be unforgiving.
