How do I find someone to help write scripts for small internet projects?

(JQUERY/SCRIPTING PPL) Ola. I'm not a coder/programmer, and I would like to find someone to help me write a script for a relatively simple, silly one-off project that I'm working on for a class at school (it's an art/design school). I'm willing to pay a fair price. I'm learning basic programming concepts via the language Processing right now, but I'm still far and aways from being proficient. Are there websites that cater specifically to this kind of thing - "i have a small project/ and need code/offer fair monetary compensation"? Sometimes I think I could just post to some forum for coders, but I get anxiety over coming off as dumb or stupid. Mefi seemed a nicer place to start, hehe. A description of the project inside followed by a contact email if you are interested :)

So for school I'm working on this assignment that involves formal elements of graphical user interface experience, and what I've decided to do is a piece on "the scrollbar/scrolling:"

I guess i picked JQUERY because I felt that this was the best way to achieve what I'm trying to do as I've dabbled around with it and seen various really "neato" things done with it, but there are probably other methods, and if you have a suggestions, let me know.

Here's what I would like to happen:

1) The user clicks on a link that opens a new browser window/tab. The new page/tab is blank except for the scrollbars. On page load, the scrollbar would on its own without any user input immediantly begin to scroll back and forth between the two positions (top and bottom/left and right). However, it's fine if there is only one scrollbar, that is, a vertical scroll bar and no horizontal one. It would be cool if there was a slight ease in/out effect in the scrolling motion, although that's not essential and is just would be dead sexy as a visual effect. Also on page load, a sound sample, let's imagine... perhaps of a musical chord...oh say, Cmin7, would loop repeatedly.

2) when the user touches the scrollbar and attempts to move it, that would trigger an event: I would like the background/div element to cycle through RGB color values and the initial sound looping sample to stop and another to begin, I guess in this case to a different chord, say F7 or something.


3) when the user release or stops scrolling manually, the behavior reverts back to 1).


So yeah, that's what I would like to happen...I know it sounds useless and perhaps lacking even as an aesthetic experience but you gotta start somewhere right? :P Feel free to make suggestions or if you feel there are certain things in need of further clarification in terms of the behavior.

You need FREELANCER.COM along with learning to use ask me :)

Freelancer.com is the place you can set criteria, max prices, timelines etc... and then coders can bid on the project. Its easy for the novice and all the coders can be referred.

My old company used it quite a bit and thanks to offshoring its extremely cheap. But remember coders are not your project leaders, you need to have a firm grip on being able to specify exactly what you want and how you want it by what time.

There are places like rentacoder and elance. I have no experience with either beyond knowing that they exist.

If you're already doing some stuff in Processing, it might be easier for you to do the slider stuff yourself in Processing than to oversee someone else doing the work.
