Need a very simple project manager that simply let's people clock in and tracks the time people have spent on projects

This is asking for a friend. Her text follows:

We need a very simple way to track money owed for certain projects done by contract workers. We don't need to track their schedules, PTO, vacation days, etc. We also don't need to have compatibility with any payroll system.

We want a networked solution that can be accessed by a few computers (5 max I think...) that has a punch clock interface with which the workers can clock in and out. When they clock in we need the process to be simple as follows: enter their personal pin (no badge cards or biometric inputs)> insert project number > clocked in. We do not want them to access a list of their hours, money owed or anything in their records. On our end we need to be able to see how much money is owed for a whole project. We also would like a list of the hours worked by each worker but this is less crucial. We also do need to track overtime. I'm not positive if we need to track 1 or 2 levels of overtime.

Thanks hive mind!

I have had great luck with Virtual Timeclock.

The middle version is a good deal for us since we have a single "timeclock" laptop set up by the lab door, through which all our hourly employees clock in and out. At the end of the work week, I print a timecard report, and they use that to fill in their official university timesheets. It does much more than we need (we don't track projects), but for $200, it's a great solution.

For more than one computer, though, you'd have to step up to the top-of-the-line version and add on some clients.

I've used http://timetracker.wrconsulting.com/ for various projects forever. It's flexible, I can set things up like I want, even for multiple people (to a point) and it's free. At least for what I've needed it to do. I can't remember if/at what point the paid solution comes into play.

I use Freshbooks, and think they are one of the best systems around. Lots of additional features, but it can easily support what you've described. Plus there are desktop plugins for the "clock in-out" that you describe, which makes getting them to use the system much easier.

Harvest is another web app that will do this. Handles time tracking an invoicing and you can set up users with different levels of access depending on what you want available to them.
