Recommend some review software for a HTML website?

I need a recommendation for some product review software for a HTML website - similar to the "star review" system on amazon.com

Does anybody have any recommendations?

Not to be rude, but it sounds like you're going to need an engineer. Such a thing likely doesn't exist as you describe it. "Product review" is a feature, not a piece of software.

The closest thing I can think of would be some kind of ecommerce platform like Magento or Zen Cart, which may offer "product review" built in or as an extension. Alternately, a CMS platform like Wordpress or Drupal could be coerced into providing product reviews. But any of these solutions will require significant technical skill to implement, and often the best solution is to develop a system from scratch, which would require yet greater expertise.

If it is a wordpress site (or your could convert it) you could use GD Star Rating.
