This web cam as Windows XP desktop? Thank you.

You'd have to make an HTML file that embeds this stream, and make the HTML file your desktop background. The feed might not accept being embedded from an unknown source, though.

Save it in an HTML File (I'm painting broad strokes here, let me know if I need to get more granular)
Right click your desktop, go to Properties, Desktop tab, Customize Desktop button, Web Tab, New, Browse, find that HTML file on your desktop. It should show up.

Oh and for those that find this thread later, Active Desktop has been torn out of Vista/7, but here's something workable. Original author's site is down, but the mirror works.
