Voodoo Filter: Can anyone explain this strange "doll" I saw hanging from a door in Paris?

Interesting puzzle there. The writing almost looks like a mix of Chinese and Zodiac.

Don't know the top part, but the bottom two lines are April 18th 1969. I read it as Japanese, but I think it could also be Chinese.

Relevant to that date and Japan is the birth of Princess Sayako of Japan who left the imperial family when she married in 2005. Although I'm kind of thinking that's related to this doll. It could be referring to a date where an execution took place (where hanging is a preferred capital punishment in Japan)

Given the population of the area of Paris where I saw the doll, I would guess the writing is Chinese rather than Japanese.
@Zamboni: teru teru bozo is an inspired connection, but a) this guy's got legs and writing all over him and b) why put a good-weather-wish on a street door like that, rather than in a window, as noted in the wiki article you cite?
@Cyndigo: the door is the street door to an apartment building, so it's impossible to know exactly who put the doll there. Not sure I'd want to get involved, either. Creepy.

Above the date are three characters, looks like 中进东 but not sure. (Literally 'center enters east'). Nothing helpful pops up from doing a Google search on that.
