I've just finished reading the very interesting article Who doesn't get into Canada. The opening paragraph mentions the leaked memo "Social and Economic Outcomes of Second Generation Youth". Does anyone have any ideas how I could go about reading this memo? (I'd also be very much interested in any similar studies.)

So far, I've tried shooting an email off to the lawyer mentioned in the second paragraph of the article. Would love your help, thanks!
