Help remember a CD based on album art

My boyfriend is having a hard time remembering a CD.

The album may be from a R&B artist, but the memory is of the cover and not of the music. The cover has a picture of the artist in a bright blue dress, pale skin, and bright red, almost orange hair. Her hair is long, flowing, and slightly curly. He remembers the artist being featured on the Best Buy in-store play somewhere in 2000-2002. It’s a long shot, but he’ll be bugging me until he remembers it, so thanks for any hints.

Sounds like Tori Amos.

It's not Tori Amos, but the hair color and skin tone are similar. Thanks for the quick response, jeremias.

Nikka Costa, maybe? I'm not seeing an album cover like that but her video for "Like a feather" matches the description.
