With the controversy over the new ball, this reminds me of EVERY world cup, when Adidas introduces a new ball for the tournament and there's controversy. Are the balls adopted for all FIFA competitions/top level leagues after the World Cup Finals?

No. The English Premier League, for instance, uses a Nike ball. However, some leagues used the new ball prior to the World Cup (Bundesliga, MLS, and I think maybe Eredivisie) and players had access to train with them well prior to the competition.

Further to proj's point, the Nike T90 Ascente is also the match ball for Serie A and La Liga, and will remain so after the World Cup.
