How do I get all the map features I want on a website?

I've been trying to add topo and photo maps seamlessly to a Flash-based map, but am getting frustrated. ArcIMS is way too expensive. Manifold doesn't really seem to be able to do what I want. I've been looking at Zoomify but am not sure about it.
The bottom line: I want a map where users can pan and zoom over a thematic map, then click down to either a photo or topo map of a specific area. Please tell me your suggestions.

I know you're out there... I can smell your brain! Seriously, folks. Why no answers? Is the question too easy?
