Oil spill fubar

Many pictures of the oil spill show the booms washed up on shore, or filled with oil on the wrong side. An example of this. Why is the oil always on the wrong side of the boom? Are these booms really doing anything? Shouldn't the oil be gathering on the other side, ready to be skimmed and cleaned?

I wouldn't be surprised if that picture means the opposite of what you think: The dark part near the boom is the only clean water in that picture, the rest is oil slick.
