Will a Taiwanese 3G cell phone work in the United States?

Will a Taiwanese 3G cell phone work in the United States for data?

I see that Taiwan uses 2100 Mhz for 3G. ATT uses 1900 Mhz, so that obviously doesn't work. T-Mobile uses 1700/2100 for AWS, but my impression is that the 2100 is for upload (or maybe download), and requires both frequencies to use 3G.

In terms of background, this is for someone who will be in the New York City area for a month, and may want to use a month-to-month data plan.

Edge ('2.5g') will work, 3g will not.

I'm not sure about the frequencies at work, but just wanted to mention my unlocked iPhone from AT&T is working in Taiwan on 3G with data.
