scuba diving in costa rica

Scuba diving around Playa Papagayo, Costa Rica - looking for advice on good dive shops, good dive spots.
I know from experience that there are good and bad dive shops in every country. I'll be heading to Costa Rica for the first time next week and I'm hoping to get a whole bunch of dives in while I'm down there.
Has anyone been diving in the Papagayo area who can give me some advice, not necessarily on which dive shops are good, but specifically any to avoid. I don't want to wind up with some crappy divemaster who doesn't really care about safety. My number one concern is always that safety procedures are followed.
