Help me describe this vicious circle

Looking for medical term to describe the inability to treat one condition as a result of another ailment.
I am looking for a term to describe the following example: Patient has heart disease that limits physical activity, but which can be improved by exercise. Patient also has an arthritic condition. Patient cannot exercise for his arthritis due to his heart condition; nor can patient exercise to improve his heart condition, due to his arthritic condition. The cycle keeps repeating itself. Is there some kind of medical term that describes this?

I was going to say contraindication as well.

Comorbidity is the concept you want. The arthritis doesn't contraindicate the exercise, it just makes it hard to do.
In your example, take an analgesic about 30 minutes before exercise.
