Can you tell me about Tibial Tubercle Transfer surgery?

Questions about knee surgery...
Asking for a friend who is considering a Tibial Tubercle Transfer surgery, specifically a DeLee osteotomy. The problem began with a ruptured acl which was reconstructed using a patella tendon harvest. This surgery did not work and another was performed 2.5yrs later with cadaver tissue. Right now he has patella infera / patella baja and his doctor recommended the TTT procedure to correct this.
Specifically he would like to know:
1. what is the success rate?
2. what are the possible complications?
3. what are some additional sources of information?
