Congestion Charge Fine in London

If you fail to pay the congestion charge in London, how long does it take for the fine to come through? 'A friend' may have done this a few weeks ago, and he/she is now wondering if they got away with it...

Might well have been lucky - I think it's meant to come through in 2 weeks or so. But don't forget the penalty notice goes to the address at which the vehicle is registered with DVLA, not necessarily the driver.

What is congestion charging? (for those of us who had no idea...)

I heard that the photos for catching violators were flaky and unreliable.

Personally, I think the Lord Mayor has it all wrong. It shouldn't be some silly lines painted on the street, but some super-sized parking structures and WALLS, coupled with some realistic mass transit (like, it runs after midnight, for example). The nicest places in London are those very few car-free parts.
