How to turn off Excel's 'Snap to Cell' when scrolling?!

Excel 2007 - How do I stop the scrolling function from jumping to the top/bottom of a cell? This happens using the mouse scroll wheel, when clicking the scroll wheel and moving the mouse (free scroll type of thing), and when using the scroll bars onscreen.

I'm using a spreadsheet that has large paragraphs in each cell, and I can't see much of the sheet due to the 'snapping' to the edge of cell that happens each time I scroll. Please help me figure out how to turn off this 'snap to cell' feature so I can scroll wherever I want to!

Are you using Vista? I don't have Excel 2007 but I've read that enabling smooth-scroll for list boxes might fix this issue:

Excel won't let you end scrolling between rows.. ie.. it will always have a row at the top of the screen. If you have a REALLY tall row (like 50 pixels tall), you cannot scroll halfway through it. I believe this is the behavior you are talking about, and would like to avoid.
