Shanghai Building Site : Huge site near Tian Zhi Fang. What is it?

Can somebody tell me what they are building in the huge square site south of Tian Zhi Fang, on JiaojiaBang road and opposite the new Dapuqiao metro stop. I was told it is called Xin Xin Li but I cant find a website. Thanks for any links.

Here? The site says it's XinXinLi (新新里) as well, but no further information. That site is usually good about updating ownership and construction information.

And here's an article about the site. It's a government directed project. Want to build a 140m skyscraper, offices, shopping, tunnels, etc.

Without a developer attached, I assume they're still in the planning stages.

I walked past this location on Sunday. Had no idea it was going to be a mega-building. I don't remember any specific signage around the site to indicate the scope of the development. I thought all the truly tall buildings were limited to Pudong.
