PC Reset

My PC resets whenever I boot from power-off state. [MI]
For the last month or so, I've had the following problem with my computer: when I turn it on, everything goes fine up until the Windows XP loading screen. I hear my hard drives start to whirl again, and suddenly the computer resets. I get the "windows did not shut down properly" screen, select "start normally," and windows loads perfectly.
This does not ever happen when I reset the computer. Only when I turn it on, and only when it's been off for a few hours. If I turn off my computer, then turn it on again, I get a slow loading screen, but Windows loads without the reset.
This has happened regardless of my Xp version; upgrading service packs has no change. I have tried temporaily removing every card individually except my network card and my video card (which I need to plug the monitor into) Event manager reports no errors, and I run Disk Doctor frequently with no errors. I have also reformatted the computer and reinstalled everything... twice. No difference, even with only XP running.
I'm pretty convinced this is a hardware, not software issue. Has anything remotely like this happened with anyone else?
