My guess is that it would be like the other semipostals--there would be some kind of design with, as smackfu says, the text of whatever the stamp was in aid of.
I would think that an autism awareness stamp would do well to feature art by a child with autism, and that a school safety awareness stamp would do well to feature the winning entry in a design contest for schoolchildren.
