What is the name of the artist that drew this?

Who is the artist that drew this image? It looks like something I've seen more in the style of.... but am drawing a blank on who it is... any hints most appreciated

P.S. It was not originally my mystery. Someone asked me and it stoked my curiosity so I do not even know the origins of the copy of the image even.
