What will it take for China to begin respecting intellectual property?

What will it take for China to begin respecting intellectual property?

I believe it will happen under two conditions.

a) after the Chinese catch up technologically, and no longer need to copy/steal as much

b) after the Chinese have a large quantity of intellectual property to protect.

I am looking for answers besides "when the chinese government decides to take it seriously".

I will appreciate your thoughts and comments. Thanks! :)
