Can anyone recommend a Windows program that will run in the background, automatically taking and saving screen shots on a set timer?

Fraps can do just that.

IrfanView has a screenshot facility with a timer. Also good for many other things including bulk processing of images, etc.

TimeSnapper is designed to do just this as well.
