Sound junkies, I need your help: it's a two-parter.

1. Can anyone recommend a good, (preferably) open source cue cutter?

2. What's the best freeware available for converting .tta files to .mp3 or .wav?

Foobar2000 can do the the transcoding task (2) and can split lossless audio into individual files, reading tags from a cue sheet. If you're cutting a lossy codec where you can't just losslessly recompress, try Medieval Cue Splitter. Bear in mind that for lossless tasks either foobar2000 or CUETools are more feature-rich and flexible.

1. Try CueTools.
2. The free version of dbPowerAmp can do this. Be sure to get the appropriate plugins.
