That's the sound of Herb Alpert's Tijuana Brass, plain and simple. I don't care for the self-consciously retro sounds of the more recent Combustible Edison stuff too much (though it's enjoyable enough), given that Herb Alpert stuff is easy to find. You definitely want to get a hold of some Herb Alpert. I know for a fact that his tunes have been used on Adult Swim before (see here).
And although I can't speak to the clip in question--and this might be sidetracking a little--you might be interested to know that Herb's song "Rise" was later turned into The Notorious B.I.G.'s song, "Hypnotize". posted by fantastico at 11:01 PM on April 3

There is a Herb Alpert remix album that I think i great. Very chillaxing and not just cheesy mexican restaurant stuff. I'm guessing that is where this is from exactly.
For more suggestions, I would definatley check out the Blue Note Trip series. Especially the Jazzanova ones. But I find them all very chillaxing. You can check out the samples on Amazon.
You can find some of that kind of "Please stand by" stock music at Ultra Swank, although I don't see any Herb Alpert there. posted by teg at 10:28 AM on April 4
