Help needed beating a mission in SimCity Creator

I am playing SimCity Creator on the Wii and I am stuck on a certain mission and I have been for days and I can't figure out what to do and I know that there are people in the world with actual problems, but here we are.

The mission is called "Much Loved Mayor" and I have googled it and found a couple of people asking questions about it, but no actual answers, and the game does not appear to have a walkthrough (I don't think it is very popular).

A previous mission had a stupid random trick that you had to do in order to win and I am worried that this one does too because I have been playing it for days and can't beat it. I have done everything I am supposed to: every part of the city has electricity and water, I have rezoned almost all of it to high density residential, taxes are low, I have built the statue of the mayor. I can't figure out what I am doing wrong and the answer just does not appear to be online and so I turn to AskMetafilter as my last hope. If you have played this game and this mission and can tell me how to beat it I would really appreciate it.

Just realized I left out an important fact: the problem I am having is that I cannot get my population level to reach the required number of 50,000. Thanks in advance for any help you can offer.

Did you try GameFaqs.com? There aren't any FAQs, but there's a forum available.

I read all 7 pages of the forum, and while there were questions identical to mine, there were no answers.
