Maybe outsource to China?

Can I find Japanese IT workers in Shanghai.

I've been asked to consider outsourcing a team of Japanese IT workers to Shanghai. The customer will want them to speak Japanese natively.

Perhaps my question should be, how much more will native speaking Japanese IT talent cost compared with Chinese with Japanese skills.

The level of IT skill required will be phone support, for a mature multi national.

You want to look in Dalian. Many, many native Japanese speakers there. My company, as well as others, provides IT outsourcing for Japanese clients through Dalian. Shanghai has a good base for IT and other support models, but mainly in English. That said, we have some Japanese skills in Shanghai, so it's not impossible to find.

There is a significant cost advantage using Chinese resources for this type of work over doing in Japan. But there are many, many social, cultural and historical challenges to making it work well. MeMail me if you'd like more information.
