Question: What's the name of this 1980-something animated film?

Help me find the name of this animated story from my childhood! Love, war, myths and a giant pink soul-blimp.... More details inside.

The film is somewhat anime-style though I have no idea if it was originally in English or dubbed. It was probably made in the 80s and featured nations at war over clean water, futuristic hover-machines, sabbatoge of a large industrial dam, romeo-and-juliet-style love between the two royal families, carrier pigeons, a young woman turned to stone waiting for her lover to come home from sea, and a giant blimp that soars overhead collecting souls of the dead (which looked like pink ethereal birds, if I recall correctly). Anyone know the name if this flick?
I don't think I'm right. Just the line about the blimp.

I sure hope someone knows, because I want to see this film.

It isn't Kiki -- but it sure has that Studio Ghibli feel to it, I agree.
