Best answer: That article describes the process for Austin but I believe San Antonio's process is the same - there is a nationwide search for candidates, followed by interviews before the city council/mayor select the Manager.

Best answer: When I lived there years ago, the process was as described above. Here's a news story about the selection of Sheryl Sculley in 2005.

what muddgirl said is pretty standard in my experience. (urban planning, not quite the same thing but still in city gov't administration)
