Where can I find good-looking, high-quality PSD website template to practice my CSS?
I've just got into web design recently, and I'd like to practice my CSS by converting a .psd of a website to CSS/HTML. I had a look around the net for a template, but all the freebies on the internet look really amateurish and cheesy, or are just generic Wordpress templates :(
Where can I find a PSD made by an actual web designer who has artistic skill? Note: I'm not actually going to put anything on the web, I just want to practice coding & learn by example.

There are some nice layouts at Open Source Web Design. You can do as SirStan suggests and grab a screenshot, or look at the code to see how others are using CSS.

Seconding odinsdream, better yet, learn how to use a css grid framework such as 960 Grid or YUI Grids, that's worth a ton more than PSD chop shop.

CSS Zen Garden (http://www.csszengarden.com/) might be a good place to take a look at. You can see what other designers have done and create new CSS to redesign the same page.
