Crow decoys would work as a last resort. Their wings aren't open, so you lose the panic effect.

You should be able to buy them at most hunting stores, and maybe some Canadian Tire's.

You could also call a taxidermist. They might have something sitting around.

Check craft stores. There are also some places you can buy the full costume, check with local costume shops to see if they have it in stock.
If you can't manage to locate anything, you could always get some large black sheets of paper or cloth and make origami crows.

If you're looking at craft stores, they'll be in the flower arrangement section.

I don't know but definitely strap two to your wrists. Here's a link for inspiration.

My friend was Tipi for Hallowe'en. She got the birds at a craft store, but it was fall, so perhaps it was a seasonal item. Check Michael's.

Also check florist's shops (the larger ones.) We have cardinals at ours....

Thirding craft stores, but they might be anywhere, depending on the store - near the fake flowers, near the fake fruit, or near the wreath bases. Also, right now, they might be hanging around the ornaments section.

I did this one year for Halloween. I got my birds at Michaels. I recall they had a few colored ones, but I mostly bought a lot of white wedding doves and spray painted them black and reconfigured their wings so they looked menacing.

I did this for Halloween this year. Like slowfasthazel, my birds came from Michaels and I spray painted them black.

Worse comes to worse put black cutout birds on a wire linked to a barette or that 50's plastic thingy that holds you ladies' hair in place. Might put black shadow of bird on your face if you get in the right angle of the light. Scary.
